Deputy Highway
Under the general direction of the Superintendent of Highway, the incumbent is responsible for the activities involved in the repair and maintenance of Town highway system, including roadways, signage, guiderails, bridges, culverts, roadside maintenance, and snow and ice control, as well as all matters related to the New York State Highway Law. The incumbent works with the Superintendent and administrative personnel to determine the needs and priorities of Town Highway related projects. The incumbent in the absence of the Highway Superintendent is responsible for all requirements as established by appropriate New York State Highway Law. Supervision is exercised over professional, technical, trade and clerical personnel. Does related work as required.
Board of Assessment Review – This Board meets in May of each year to hear tax grievances filed by Town property owners. Relevant training is provided prior to hearings. The terms are staggered and are for a period of five (5) years beginning October 1.
Conservation Advisory Commission – Terms are for a period of two (2) years with four (4) positions ending in one year and three (3) ending in the next year. Meetings are scheduled by the Chair on an as needed basis. One member is appointed to act as the liaison to the Broome County Environmental Management Council.
Historic Preservation Commission – The Historic Preservation Commission members are appointed in accordance with Local Law 3 of the Year 2010 – “Town of Vestal Historic Preservation Ordinance”. It is the Commission’s responsibility to make local historic designations and process Certificates of Appropriateness (CofAs) for locally designated historic properties. Staggering terms begin on January 1 and are four (4) years in length.
Planning Board – The Planning Board acts on requests related to building and development in the Town. The length of the term is five (5) years. Terms are staggered and begin on July 8. Meetings are held monthly. Required training is provided.
Zoning Board of Appeals – The ZBA conducts hearings and decides on appeals relating to the requirements of the Town Law and the Code of the Town of Vestal. The term which begins January 1 is five (5) years in length. Meetings are held as needed. Required training is provided.

JOB TITLE: Recreation Supervisor
EMPLOYMENT STATUS: Part Time
JOB SUMMARY: Responsible for planning, organizing and administering all aspects of Summer Playground Program and some special events.
*Plan, design, organize, implement and evaluate a comprehensive playground program.
*Determine and manage budgetary, staffing, equipment requirements. Perform fiscal management functions related to expenses.
*Manage department personnel which includes assisting in the recruitment, hiring staff, training staff, supervision, evaluating performance, disciplining staff, and motivating staff.
*Evaluate the effectiveness of existing playground program.
*Assist in planning, implementation and evaluation of special events.
SUPERVISORY RESPONSIBILITIES:
Assists the Recreation Planner in supervision of Playground staff.
MINIMUM QUALIFICATIONS:
A. Completion of two years (60 semester hours) of study in a regionally accredited or New York State registered college; or
B. Graduation from high school or possession of a high school equivalency diploma and two years of full-time paid experience or the equivalent pro-rated part-time and/or verifiable volunteer experience coordinating, coaching or teaching organized sports, recreation, theatre, dance, music, art or similar activities; or
C. An equivalent combination of training and experience as indicated in the limits of (A) and (B) above.
